Linked Data and Information Science: guidelines for publishing open institutional datasets

Abstract

Objective. The purpose of this paper is to propose guidelines for the publication of data, according to the principles of Linked Data, from an Information Science perspective.

Method. The methodology used comprised a bibliographical and documentary review, followed by an exploratory and applied procedure, to evaluate the scope of Linked Data principles on the dissemination of resources in social transformations. Key works by the creator and propagator of Linked Data practices, Tim Berners-Lee, were used as the basis of the proposal. In addition, we chose to analyze projects and datasets from the educational area, since they are composed, mostly, of open, accessible and reusable resources.

Results. The results are summarized in the main guidelines for the publication of datasets, reinforcing the initiative of professionals, researchers and institutions for reuse and interoperability.

Conclusions. The main conclusions of this discussion are summarized in two lines. The first one deals with the new perspectives that arise from this approach of Information Science on Linked Data, within the scope of its object and its manifestations. The second relies on the need for commitment of information professionals with issues related to Linked Data, in order to broaden the informational universe and the environment of satisfaction of users' needs.
