Publication fees in Qualis journals

Abstract

Objective. To analyze the presence of journals that charge processing fees in the evaluation of Brazilian scientific production. The specific objectives are a) to calculate the average value of processing fees charged by scientific journals in which Brazilian scientific production is published, b) to verify the presence of scientific journals that charge processing fees by evaluation area, and c) to identify the presence of hybrid titles among the journals that charge processing fees evaluated. Method. From the list of journals evaluated in Qualis CAPES (2017-2020) present in the OpenAlex catalog, those with a record of processing fee values were selected to compose the research universe, totaling 6,330 titles. The categorization by areas adopts the evaluation area of the Sucupira Platform. The identification of the access model for titles that charge fees was based on data from OpenAlex. Results. The existence of titles that charge fees was identified in all strata and areas of evaluation of Brazilian scientific production, with variation in the average value of fees between areas and broad areas. The average fee is US$2,887, with higher evaluation strata corresponding to higher publication fees. One-third of the titles are open access journals, while the rest are hybrid titles. The data show significant differences in the average article processing charges for gold open access titles, averaging US$1,635, and hybrid titles, averaging US$3,518. Conclusions. The high presence of titles that adopt publication fees in all areas and strata of Brazilian scientific production evaluation, with average fees above the values considered fair, indicates the need for broader studies on investment in publication. The high presence of hybrid titles, which charge higher processing fees than those adopted by journals that promote the golden route, reflecting commercial publishing market practices, with double charging for access and publication of articles, highlights the need for clearer policies regarding the publication of open access articles in open access journals, in order to eliminate the duplication of publication and access costs.

Patricia da Silva Neubert, Universidade Federal de Santa Catarina

PhD and Master's degree in Information Science and Bachelor's degree in Library Science. She is a professor in the Department of Information Science (CIN) and the Graduate Program in Information Science (PGCIN) at the Federal University of Santa Catarina (UFSC) and is a research fellow for the Laguna Project, coordinated by the Brazilian Institute of Information on Science and Technology (IBICT).

Fabio Lorensi do Canto, Universidade Federal de Santa Catarina

PhD (2022) and Master's (2018) in Information Science from the Federal University of Santa Catarina - UFSC. He holds a degree in Library Science - Information Management from the State University of Santa Catarina - UDESC (2005) and a Bachelor's degree in Law from CESUSC College (2012). He works as a Librarian/Documentalist at the Central Library of the Federal University of Santa Catarina (UFSC) and as a substitute professor in the Department of Library Science at the State University of Santa Catarina (UDESC). He is a fellow of the Laguna Project, coordinated by the Brazilian Institute of Information on Science and Technology (IBICT).

Adilson Luiz Pinto, Universidade Federal de Santa Catarina

Former PQ Fellow in Information Science (2017-2020 and 2021-2024). Master's and Doctoral Advisor since 2011, with 12 theses defended and another 17 dissertations. Professor in the Graduate Program in Design at UFSC. Former Coordinator of the Graduate Program in Information Science at UFSC (2017-2019 and 2019-2021); Coordinator of the UFSC Information Observatory; Responsible for the Information Metrics Studies Channel on YouTube; Responsible for DINTER with Unimontes and MINTER with the Federal Police; He was sub-coordinator of the Graduate Program in Information Science at UFSC (2014-2016); He was director of Research and Extension at the Federal University of Santa Catarina - UFSC (2011-2012). Full Professor in the Department of Information Science at UFSC (Undergraduate Degree in Library Science/Archival Science/Information Science), Visiting Professor: (i) University of Panama, (ii) National University of the Republic of Uruguay, (iii) National University of Cuyo, (iv) Carlos III University of Madrid, (v) Montpellier III University, (vi) State University of Londrina. Washington Luís Ribeiro de Carvalho Segundo, Instituto Brasileiro de Informação em Ciência e Tecnologia (Ibict)

PhD in Computer Science from the University of Brasília (UnB), with a sandwich period at Kings College London, and a master's degree in the same field from UnB. He also has a background in Mathematics (bachelor's and teaching degree) from the same institution. He is currently General Coordinator of Scientific and Technological Information at the Brazilian Institute of Information in Science and Technology (Ibict), where he leads projects focused on Open Science, digital repositories, systems interoperability, and scientific data management. Among his contributions at Ibict, he coordinates initiatives such as Oasisbr, a portal that aggregates and disseminates open access Brazilian scientific content, and the Brazilian Digital Library of Theses and Dissertations (BDTD), which centralizes the academic production of graduate programs across the country.
