Evaluation of Open Government Data portals

Objective. The research aims to identify academic production on the evaluation of Open Government Data portals and the methodologies employed. Method. Descriptive and exploratory research, with bibliographic research and literature review procedures, with a protocol containing the selection of search databases; eligibility, inclusion and exclusion criteria; and search, selection, analysis and processing expressions. For the analysis and discussion of the final sample, Bardin's (2016) content analysis technique was used, which supported the definition of categories for analysis. The collection, analysis and selection procedures were carried out between June and November 2024, through the federated access of the authors' institution, on the CAPES Journals Portal, with the open access filter. Results. An amount of 64 papers, published from 2013 to 2024, were identified, with a prevalence in the areas of Computer Science and Information Science. This sample represented all continents, with emphasis on Latin America and Europe. There was heterogeneity in the evaluation methods among the 64 studies analysed. Therefore, the studies were categorized by predominant characteristics in the origin of the methodology used. Conclusions. It was observed that most of the studies used their own methodology. This variety may be justified by the need to reflect specificities of the portals evaluated, or different interests of the audiences covered by the studies, such as users with low literacy in the use of data. It is worth noting that the studies retrieved indicated limitations in information retrieval mechanisms and semantic technologies.
